Name of a Justice League movie?

Im looking for the name of a certain Justice League movie that was made anywhere from 1999 to 2002. It starts with the Flash running is a circle, which ended up sending the Justice League to a different dimension or something. That dimension ended up being an illusion created by some mutated kid from a post-nuclear war or something like that. I've been trying to find the name of this movie forever.
